District 214 administration completes its first report (April, 1981) to the board of education stating that a high school should close as soon as 1983. This reverses a decision made the year before. The new decision to close a school would depend on two critical factors: (1) average enrollment in the eight school districts would drop below 1,500 students per school and (2) expenses would exceed income for two consecutive years to cause a decline in the district's cash reserve. Weeks later the board announces that two high schools will close by the 1985-86 school year. Red ribbons are tied around trees to symbolize support for Arlington High School.
